Definition of Mutualist Societies (Article 1 of the Dahir of 12 November 1963):

« Non-profit groups which, through the contributions of their members, intend to carry out in the interest of their members or their family, a provident, solidarity and mutual assistance scheme aimed at covering the risks reach the human person ».

Basic principles of Mutuality:

Optional membership
Volunteering and volunteering
Equity, equality and solidarity
Self-Management, by the members themselves or by democratically elected delegates

Purpose of the Mutual:

Reimbursement of part of the medical expenses incurred
Help and aid
Creation and management of social works.
Creation of autonomous death funds and retiring allowances.

Administrative and Financial Supervision:

Exercised jointly by the Minister of Labor and Professional Integration (DSPW / DMRC) and the Minister of Finance:

Control of the application of the laws and regulations governing mutuality.
Approval / Withdrawal of approval of statutes and regulations and their modifications.
Collection and statistical and financial statements.
Issuance of prior authorizations (investments-acquisitions / sessions of real estate …).
Penalties for breach of the law or in case of financial imbalance (withdrawal of approval – provisional administration – fines).

Presentation of Mutualist Companies:

    1. Administrative and management bodies:
      Decision-making body: General Assembly.
      Management Body: Board of Directors.
      Executing agency: Executive Bureau.
      Supervisory Body: Control Commission.
    2. Financing:
      Contributive system.
      Contributions from participating members of mutuals and sometimes employers’ contributions.
    3. Services::
      Reimbursement of a portion of health care costs in case of Maternity Illness.
      Granting of benefits in case of retirement and in case of death.
      Supported in:
      health units created and managed by Mutualist Societies: Health Units: Dental Offices, Optical Centers, Mutual Clinics…
      Social units: rehabilitation centers for children with disabilities…
