Law No. 98-15 on the basic compulsory health insurance regime for the categories of professionals, self-employed persons and self-employed persons exercising a liberal activity, published on July 13, 2017.
Law No. 99-15 instituting a pension regime for professionals, self-employed persons and self-employed persons exercising a liberal activity, published on December 21, 2017.

  1. Professionals, who are natural persons exercising a liberal profession.
  2. Self-employed persons, including the following persons:
    Natural persons carrying on a commercial activity.
    Natural persons carrying on an agricultural activity.
    Natural persons who own farms and forests and their dependencies.
    Non-salaried workers in the road transport sector, holders of the professional driver card in accordance with the provisions of Road Traffic Law No. 52-05 and the texts adopted for its application.
    The non-employee managers of one of the companies governed by Law 5-96 on the general partnership, the limited partnership, the partnership limited by shares, the limited liability company and the joint venture.
    The artists.
    Craftsmen.
  3. Non-salaried persons engaged in the following liberal activities:
    Self-employed entrepreneurs within the meaning of the law n ° 114-13 relating to the status of the self-employed.
    Other self-employed persons who are self-employed, an income-generating activity. Either they own a place or not to exercise their powers, whatever the nature of this activity or this income.

Compulsory basic coverage.
Independent scheme of the wage regime.
Financing of the plan by contributions calculated on the basis of a flat-rate income for each socio-professional category.
Subordination of the service of the benefits to the actual payment of the contributions.
Management of the regime by the CNSS.
Care basket identical to that of the health insurance regime for private sector employees.
Establishment of a mode of governance that takes into account the particularities of the target categories.
Setting the legal age of retirement: 65 with the possibility of advancing retirement from age 60 or extending it to age 75.
Fix the amount of the pension to the amount corresponding to the multiplication of the number of points acquired by the value of service of the point on the date of liquidation.
Possibility of accumulating a pension with the exercise of an activity while continuing to contribute and the new rights generated are entitled to a supplementary pension.

Possibility of redeeming points to allow the first generation to benefit from a pension or to increase the level of retirement for the other categories.

January 21, 2019 publication of 4 decrees of application of laws 98-15 and 99-15:

    1. Decree No. 2.18.622 of 10 Joumada 1, 1440 (January 17, 2019) adopted for the application of Law No. 98-15 on the Basic Mandatory Health Insurance regime and Law No. 99- 15 establishing a pension regime for the categories of professionals, self-employed persons and self-employed persons exercising a liberal activity.
    2. Decree No. 2.18.623 of 10 Joumada 1, 1440 (17 January 2019) fixing the rates of contributions payable to the National Social Security Fund under the basic compulsory health insurance regime for professional categories, self-employed and self-employed persons engaged in a liberal activity.
    3. Decree No. 2.18.624 of 10 Joumada 1, 1440 (January 17, 2019.) taken for the application of the provisions of Article 17 of Law No. 98-15 on the regime of compulsory health insurance of basis for the categories of professionals, self-employed persons and self-employed persons exercising a liberal activity, concerning the board of directors of the National Social Security Fund.
    4. Decree No. 2.18.625 of 10 Joumada 1, 1440 (17 January 2019) adopted for the implementation of law No. 99.15 instituting a pension regime for the categories of professionals, self-employed persons and self-employed persons liberal activity.

October 21, 2019 publication of 3 decrees of application:

      1. Decree No. 2.19.763 supplementing and amending Decree No. 2.18.622 of 10 Joumada, 17 January 2019 (Annex to the preliminary list of 14 categories and sub-categories of persons belonging to the target populations).
      2. Decree No. 2.19.769 relating to the category of Adouls.
      3. Decree No. 2.19.719 concerning the category of midwives and physiotherapists.
